Clovis is about 31 miles from our Madera office, roughly a half hour, and it is a city where the newest neighborhoods and the oldest ones ask for almost opposite things from a builder.

One department, planning through inspection

Clovis handles development through a single department, Planning and Development Services, which keeps planning, engineering, and building inspection together at 1033 Fifth Street. The Building Division draws its authority from Title 8 of the Clovis Municipal Code, and plans and permit applications can be submitted through the city's online self service portal.

In practice that structure is a help. When the planning comment and the engineering comment come out of the same department, they tend to arrive together instead of in sequence, and a submittal is less likely to sit waiting on a counter that does not know the other one is holding it. We manage the whole loop anyway, from submittal through issued permit, so the plan check is our job and not your evening.

Northeast Clovis, southeast Clovis, and Old Town

Where you are in Clovis decides what the project is. Harlan Ranch in the northeast sits at the base of the Sierra Nevada foothills with Highway 168 close by, and Loma Vista in the southeast is newer master planned ground as well. In and around neighborhoods like those, the work is typically a ground up custom home on a remaining parcel, a pool going into a newer yard, or the additions and outdoor living that a recent house never got.

The streets in and around Old Town Clovis are a different job entirely: older houses on established lots, original framing and wiring behind the drywall, mature landscaping worth protecting, and access to think about before the first truck arrives. Both are welcome, and we would rather tell you which one your property really is at the walkthrough than discover it at demolition.
